The City of San Bruno is seeking an Accounting Manager to join the Finance Department. The Finance Department is responsible for the overall financial and accounting operations of the City. The department ensures that the fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Accounting Manager will plan, organize, direct and coordinate the activities of the Finance division within the Finance Department including managing general accounting and payroll operations, maintaining the City’s financial records; ensure accuracy and compliance with generally accepted accounting principles and standards; maintain subsidiary and general ledgers; complete of the month and year-end close process; coordinate the annual audit process; maintain the City’s fixed asset records; reconcile bank accounts and investments; coordinate activities with other departments; and provide high complex staff assistance to the Finance Director. The Accounting Manager may serve in a temporary appointment as the acting department head in the absence of the Finance Director.


Examples of Duties*

Detailed responsibilities of the Accounting Manager include but are not limited to:

  • Developing and implementing divisional goals, objectives, policies and procedures.
  • Developing divisional work plan, assigning work load to division to staff, monitoring workflow, reviewing and evaluating work products and staff performance.
  • Preparing the Financial division budget; assisting in citywide budget development; administering the approved budget.
  • Supervising reconciliations of the City’s financial activities, and maintenance and reconciliation of general and subsidiary ledgers.
  • Establishing and monitoring internal controls to ensure accounting standards are met; developing and implementing policies and procedures relating to accounting activities.
  • Conducting and coordinating the City’s annual audit and serve as the liaison between the City and its external auditors. Ensuring the completion of annual State Controller’s Office Reports and other compliance reports as required.
  • Overseeing the maintenance of the City’s financial software system and ensures that system upgrades occur in a timely manner and communicates changes/impacts to system users.
  • Managing the month-end and year-end close process and prepares related reports.
  • Performing financial studies and analytical and statistical reports as assigned.
  • Preparing technical and administrative reports; preparing written correspondence.
  • Performing other related duties as assigned.

Typical Qualifications

Additionally, candidates will possess of the equivalent of a bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business, or public administration. Possession of a master’s degree in public or business administration is desirable. Five (5) years of progressively responsible experience performing accounting or financial analysis, with minimum 2 years in a supervisory role. Certified public accountant with government accounting experience is highly desirable.

  • Utilizing financial data to diagnose business strengths and weaknesses and identify the implications for potential strategies; keeping a financial perspective in the forefront when making strategic decisions.
  • Accomplishing tasks by considering all areas involved, no matter how detailed; showing concern for all aspects of the job; accurately checking processes and tasks; being watchful over a period of time.
  • Maintaining stable performance under pressure or opposition (e.g., experiencing time pressure, conflict, or job ambiguity); handling stress in a manner that is acceptable to others and to the organization.
