Job Description

Harvard Pilgrim Health Care Institute (HPHCI) is currently seeking a highly motivated, action-oriented, and resourceful Program Manager to join the Division of Therapeutics Research and Infectious Disease Epidemiology (TIDE). TIDE sits within Harvard Medical School’s Department of Population Medicine (www.populationmedicine.org), leading large, complex, multi-institutional research initiatives that support major national public health activities. Our mission is to improve health care delivery and population health through research and education, in partnership with health plans, delivery systems, and public health agencies. The diversity of TIDE’s portfolio affords opportunities for team members to work on a wide-range of public health issues, including the COVID-19 pandemic.

The Program Manager reports into TIDE’s Project Management Office (PMO), a Center of Excellence, that offers robust career pathing, training, support, and mentorship. They will work under the direction of TIDE’s PMO Director and provide oversight and management of one of TIDE’s chief research portfolios. This portfolio includes approximately 40 investigator-initiated, industry-sponsored projects, including those focused on: comparative effectiveness and safety between a given product and a comparison group; development of Statistical Analysis Plans (SAP) or protocols; feasibility assessments to inform future inferential studies; and validation of health exposures or health outcomes of interest through medical record abstraction and adjudication.

The Program Manager manages a team responsible for the development of proposals and execution of projects and ensures the projects’ overall integrity, coherence, and ultimate success. The Program Manager serves as the main point of contact for potential funders, partners, and internal team members; drafts scopes of work and corresponding budgets; supports contract negotiation; guides Program-specific risk assessment and mitigation decisions; and provides programmatic support to project teams. This position requires excellent communication skills for close collaboration with internal and external stakeholders and is an ideal match for a candidate with a deep interest in public health research and leading cross-cutting project teams.

DUTIES/RESPONSIBILITIES – what you will be doing:
Facilitate Program strategic planning and manage strategic plan and initiatives. Oversee and coordinate pre-award activities for the portfolio, including preparing internal and external budgets, drafting technical scopes of work, reviewing scopes from vendors and subcontractors, and contributing to contract negotiation activities.
Create, maintain, and update portfolio-specific pre- and post-award processes, documents, and templates; train and provide guidance to Project Managers on program-specific requirements.
Act as the primary contact for program activities, leading program review sessions with funders and stakeholders to discuss cost, schedule, quality and technical performance. Develop and maintain a highly collaborative working relationship with the different stakeholders and partners and represent the program externally. Facilitate resolution of issues and/or inter-dependencies that threaten the delivery dates or outcome of the program/project, as they relate to other parallel efforts.
Actively work with Program Leadership to ensure efficient allocation of common resources and skills within the program/project. Ensure each program/project team has the necessary information and documentation to support timely, accurate status reporting and communications to key stakeholders, funders, and partners. Ensure all program/project documentation and repositories are maintained up to date and are reflective of the current status of the program/project.
May hire, mentor and supervise project management staff. Assist Project Managers and project staff with resolving project challenges.

Requirements

EDUCATION, CERTIFICATION AND LICENSURE:
Bachelor's degree required; a Master’s degree in public health or related field is strongly preferred.

EXPERIENCE:
10 years of relevant experience managing medium to large, complex, multi-site projects and cross-functional initiatives, using standard PM methodologies in a health care or academic environment.

SKILL REQUIREMENTS:
Program management experience is a plus. Prior management/supervisory experience is preferred.
Experience applying project management principles to all phases of the project cycle and overseeing complex budgets.
Superior interpersonal and communication skills; able to represent the Program externally. Able to collaborate effectively and regularly with senior staff of the organization and external funders/stakeholders. Advanced experience managing relationships with external partners, subcontractors, and vendors.
Able to lead and motivate teams effectively and through influence. Superior problem solving and change management skills.Able to handle confidential and sensitive information discreetly.
Proficiency with Microsoft Project, Excel, Power Point, Word, Visio, and other desktop tools or project management software. Motivated and flexible, able to work independently and prioritize work, operating under tight deadlines and limited supervision.
