This is a highly technical Project Manager position responsible for executing the design functions of the Utilities Capital Improvement Program on behalf of the Public Utilities Department.

This position (PM IV) is responsible for the management and delivery of design-related tasks, such as engineering design, feasibility studies, route analysis, easement acquisition, permitting, and bid phase services.

Manages multiple disciplines on the most complex and challenging projects in the Utility CIP. Typical projects involve extensive coordination and collaboration with interagency departments, regulatory agencies, and citizens and communities where work is performed.

Job Description :

For assigned projects, responsible for :

• Delivering a quality design, on schedule, and within budget.
• Updating capital costs associated with the Utility CIP.
• Developing Requests for Professional Services (RPS) and leading or participating on assigned PSRCs.
• Developing scope and negotiating fee for design, construction phase services, and related items.
• Reviewing technical correspondence, reports, technical memorandum (TMs), feasibility studies, preliminary design reports and related items, to ensure accuracy, and correcting any deficiencies, if applicable.
• Coordinating closely with Procurement and the Office of the County Attorney on professional services agreements, contract amendments, and related contract documents.
• Coordinating with Real Property agents on easement acquisitions.
• Ensuring design documents meet all applicable Codes, Permit Stipulations and Regulations.
• Managing design, from initiation through award of a construction contract, including plans and technical specifications, bid forms, bid analysis, and acquisition of applicable permits.
• Managing consultant’s project expenditures commensurate with approved deliverables.
• Participating in public outreach meetings, development of project communications, and related tasks.
• Reviewing, analyzing, and processing invoices / pay applications, in accordance with business practices.
• Supporting the development and execution of Utilities CIP aligned with the Board’s strategic initiatives.
• Collaborating with the owner-departments in a professional manner.
• Updating project schedules, website materials and storing project documents in eBuilder.
• Mentoring less experienced staff members, where applicable.
• Keeping project information current for public outreach purposes.
• Facilitating meetings, workshops and related tasks.
• Developing and presenting project information to the Board and the public, when applicable.
• Completing all mandatory training requirements, when applicable.
• Meeting billable targets and performing timely administrative functions by the appropriate due dates, as determined by the management team.
• Demonstrating appropriate interpersonal skills in the workplace.

About You

Minimum Qualifications :

TIER III : A Bachelor’s Degree from an accredited college or university in Engineering, Project Management or highly related field with five (5) years of engineering and / or project management experience.

A Master’s Degree in one of the above-mentioned fields can substitute for one year of required experience. Project experience can substitute for the required degree on a year-for-year basis.

TIER IV : A Bachelor’s Degree from an accredited college or university in Engineering, Project Management or related field;

minimum seven (7) years related CIP project experience. A Master’s Degree may substitute for one-year of required experience.

Project experience can substitute for education on a year-for-year basis depending on the type of experience.

Preferred Qualifications : Professional Engineer licensed in the State of Florida; PMP certification preferred.

Job Competencies : Comprehensive experience in design, construction, contract administration, and management of large utility projects;

ound judgment and decision-making skills; excellent verbal and written communication skills.

About Everything Else

Pay :

Tier III $63,128.00 - $107,224.00

Tier IV : $69,451.20 - $117,936.00
