The Payroll Manager will primarily be responsible for oversight and administration of our US weekly payroll activities and supervise the organization’s payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. The position requires an energetic, hands-on individual who can embrace organizational change and work collaboratively with others.
Position will ideally be located at the Bothell, WA HQ, working a hybrid remote model. Will consider other locations but must be willing to travel to WA.
Responsible for a team that processes weekly payroll for eight hundred multi-state employees under four legal entities using Spectrum Construction system. Team is responsible for processing and payments of weekly payroll, prevailing wage, final paychecks, garnishments, all types of bonuses, Union Dues and Union Fringe payments. To respond to employee questions and provide excellent overall customer service and communication to internal and external customers to ensure a high level of customer satisfaction.
Although the workforce is primarily non-union, there are a significant amount of union and certified wage-requirement jobs. The team is responsible for all reporting of certified payroll on union and other wage requirement jobs including third party job and union audits. The Payroll Manager works closely with the human resources/benefits department, tax department and accounting to collaborate on projects, new benefit rollout and year end. Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
Maintains payroll information, directing the collection, calculation, entering, and updating of payroll data Partner with Benefits to ensure deductions are correct Research issues, gathers information, and prepares reports on any payroll related issues Audits and reconciles weekly payroll, deductions, exceptions, data processing issues, file feed exceptions and provides solutions for these types of issues. Support project development to facilitate efficiency within payroll system, monitor payroll metrics, and results to identify process improvements and improve workflow. Serves as a primary point of contact to communicate Payroll procedures and policies. Maintains employee confidence and protects payroll operations by keeping information confidential Strong technical knowledge of commonly used payroll concepts, practices, and procedures, including union agreements, fair labor standards, prevailing wage decisions, certified payroll reporting Actively identifies and develops talent to create career progression; coaches and cultivates employees Manage two – four payroll specialists/coordinators. Delegates and provides leadership and direction.
JOB REQUIREMENTS AND QUALIFICATIONS
High school diploma required. Minimum of 5-7 years of payroll experience through an ERP system (Dexter&Chaney/Spectrum/Viewpoint software a plus) Must have experience calculating and filing certified payroll Construction industry experience desirable Certified Payroll Professional (CPP) desirable Thorough understanding and knowledge of federal, multistate, and local tax laws, wage and hour laws, and benefits including retirement plans (California knowledge is desired) Understanding and adherence to Cascade’s confidentiality guidelines Able to interpret and follow verbal and written direction, as well as communicate across a broad range of levels within the organization Demonstrated knowledge of Wage Requirements, Davis Bacon, and Certified Payroll requirements Excellent interpersonal and customer service skills Must be proficient in Microsoft Excel (pivot table experience)
